How hot should the pan be when you brown the meat, and is the water/tomato supposed to cover the meat when it's simmering? Thank you

It would be nice if you just say leave for 20 minutes leave for 10 minutes you know add some timing to it. It makes a video so much better to understand. Otherwise to look delicious
