One cup of water to 2 cups of flour would give you almost 100% hydration. That is way too high for AP flout. Probably want to be a lot closer to 1/2 c water. A Tbsp of oil also for softness.

We indians don't use baking powder to maki ‘Puri’ we just use wheat flour and make a simple dough and deep fry it in oil
