Hummm… no. Physics says "no". Latent heat says "no". This isn't going to be faster: same heat exchange area, more to cool, and some water to freeze on top of that… The (maybe) extra conduction from the water in the towel isn't even going to be enough to make that freeze faster, let alone cool the wine. It's one of those hacks that can't hack it…
Ice water with salt in it. Cold in a few minutes!

If you wash pepples, dry them and then freeze them, it should be enough to filter the wine through the pebbles to get cold wine.

If you want to make a science experiment out of this and have it done even quicker than that ice, salt, water and stirring the water around with the bottle gets it down to temp in like 10 minutes.
