So apparently they are both correct. Bell peppers start off as green and turn yellow, red, or purple. There is one variety that stays green. Often when you have to green bell pepper it would turn a different color if matured.

How can you call this spring pasta when you use summer vegetables like peppers and tomatoes? Asparagus and peas are spring vegetables.

Actually it is a different stage in growth (pepper color). As they age the they become sweeter.
