Dark skinned black people can have light skinned people
Genetic traits especially such as hair and skin color can skip generations.

My Father told me that I was born with blue eyes and very dark brown hair. As I grew up my eyes are brown and the hair is a little lighter brown.
We have to remember that people who live the American South, Caribbean, South America very often have varied DNA sequences that produce different shades of ebony to alabaster. Many have European DNA, et cetera . . .
