  2. Regarding the olive oil normally you'd use a teaspoon (15ml), avarage bottle is 300ml for £4 (roughly) so you'd get 20 servings costing 20p per serving so it's well within budget, although you'd have to upfront the cost initially

  3. Do you mean 2 pounds for all four people, or 2 pounds per person for a total of 8 pounds? Because lemons and pepper flakes are 1 pound each, noodles and garlic cloves are 2 pounds each, and fresh broccoli is between 2 and 5 pounds.
