Okay, so take a piece of dough, find the corners and bring them in, towards each other over the flat part of your dough. Continue pulling them in and pinching together until you can flip it over and get a round ball of dough. Making sure the seems are facing down towards your cutting board, cup your dough ball with a loose claw (space between your fingers but tension in those fingers) make circular motions. This is what it meant when it said "rotate it to create tension" sorry hard to describe without demonstrating
For the hamburger buns use the stickiness of the dough to make the top under tension it makes them more uniform also donβt flatten them out keep them as balls and they will be taller
