If u make both coffe and milk with agar agar.. Then wont it solidofy until the lower layer sets?

Quick question! The pandam jelly doesn't have the evaporated milk in the coconut layer but this coffee one does. Is that intentional?
I was waiting for the first layer to cool. But then the milk I had on the pot also solidified. Damn. HAHAHA
P.s. for anyone wondering, you can make this fully vegan by using coconut evaporated milk, ive fkund it from Iberia brand. And yes, it really does taste like evaporated milk. I could drink it out from the can
