I don't know what the hell this video is, but if you want to melt chocolate chips, a plastic/glass bowl in the microwave for 1-3 minutes is magic. No better way IMO.

Yes, but once it it becomes fluid again it may no longer be suitable for the application it was intended because it won't set properly after adding liquid. It will become more of a ganache.

Remember when videos had varying degree of topics? Instead of one minute tips?
Butter, water… Melt with it? But isn't that what caused it in the first place?
I have read another possible solution is to add oil. I have added vegetable oil to my chocolate when it stiffens and that has worked. Is water preferable over oil? Or does it depend on the recipe and how the chocolate will be used?
