I can’t get the sauce consistency right :(( I love the recipe but what am I doing wrong. After I put flour it becomes lumpy and thick even after I put milk some of it is lumpy. I can taste the flour. Help

Do I have to use flour. Because I don't have any flour. Why are we using it anyway. As a thickening agent, because I can add extea cheese to thicken sauce and bind to pasta. Why the flour?
