This is stew from a can style. It needs some tomato paste, a dash of vinegar and 2 tbsp of brown sugar, Worcestershire etc. In order to get the beef tender you need to simmer for about 2 hrs. This flour mixture is going to make it hard not to burn before the beef is tender.
Throw some corn and green beans in there my mom used to make it that way!!!
