You put them in cold water to store them so they don't go nasty, obviously you dry them off before you put them in the fryer.
Nobody said it was new. It's an instructional book, not a list of ground-breaking techniques nobody has ever done before.
That's nothing new. Fries should be made like this …

soaking the fries in cold water should be very dangerous if you wann fry them afterwards…
More likely, I would imagine, referring to the fact that you blanche fries at a lower temperature first and then cook them very quickly at a very high temperature. The low temperature cooks them through to the middle and the high temperature makes them go really crispy. I expect "cold oil" should really have been "lower temperature oil".
