Just because your stove knows have numbers on them, they could be wrong.
You can achieve this reliably by putting some water in the pan. Butter melts "too aggressively" when the water in the butter boils off too quickly. By starting the pan with a very shallow amount of water, you can ensure the surface of the pan is just right when the water is boiling off; the heat is being transferred mostly into the water rather than heating the pan much further. Then discard the water and start cooking. Just don't use a ton of water because you are effectively "wasting" that heat energy to boil.
I just use a thermal thermometer. I know they aren't completely accurate, but they are good enough.

The manufacturers might as well not put fixed heat level labels/numbers on the knobs, and use a gradient ramp instead
would make a ton more sense to give an actual temp. i've got a $10 laser thermometer that takes like half a second to give me the temp of any surface
