Should the pasta be instantly put in the sauce and not be boiled before ?
Still looks like a decent meal but it's not really arrabiata sauce. Here are some of my suggestions for you:
1. As the comments say, you don't need butter. If you're using oil already it'll just make it fatty and creamy which is not traditional arrabiata.
2. Good of you to chop the garlic. Not everyone does that and it really is wrong for a few reasons. Unless its a rustic style meal, not chopping or grating the garlic locks most of its flavour into the clove rather than letting it out into the dish itself. Good job with that.
3. The sugar is completely unnecessary and should not be used in arrabiata. If you want to make it sweet, there are variations of the traditional sauce which use onions. Just fry the onions with the garlic and it'll sweeten the sauce, but once again that's not traditional just many people do it because they like the sweetness of the onions.
4. Normally most pasta dishes are served with parmesan or other types of cheese. It is once again, all just personal preference, but I personally think cheese enhances all pasta dishes 10 fold.
5. You did use a decent amount of water in the sauce itself but that isn't inherently wrong. I saw a comment complaining about that, but you are right especially because of the whole tomatoes, they absorb a surprising amount of water before they shrink which can dry the sauce up, leading to burning. Adding water also helps to emulsify the sauce. You are not wrong with that.
6. I would have personally used some fresh chillis as well, though chilli flakes or fresh chilli are both valid options in my opinion. It's also good you added salt and pepper, that isn't necessary but I find it definitely makes it more enjoyable.

Why do people adding butter/ fresh cream and ruining arrabiata which is meant to be spicy! If you want creamy pasta go eat alfredo. Ffs people buy good camera, utensils and think they have the know how to cook. Scary thing is while our grandmas passed down good knowledge yall are passing out bad information, ruining the whole future.
