I haven't made Chilli in a long time. I brought a Ninja slow cooker, and just might make this, all I need is the red beans and 2 cans of hunts dice tomatoes and chilli seasoning, 🌶. got a pack of tur meat in the freezer, and jiffy cornbread mix, I don't know now many times I tried making it from scratch. I gave up.

I'd just drain the kidney beans water, I usually rinse them then add them as it holds not so good stuff
You should almost never discard any liquid that sweats during cooking. Cook your veggies longer to get rid of excess water sure. But meat juices add more flavor to any recipe
